										<content:encoded><![CDATA[<p>Anderson Environmental Inc provides Phase I Environmental Site Assessments (Phase I ESA’s) for industrial and commercial industries, real estate evaluations/valuations, oil, gas and mining.  Contaminated Site Assessment is important to manage risk.  We provide Environmental Site Assessment services to: Commercial, Industrial, Real Estate, Agriculture,  and Mining throughout Ontario.  We have experience assessing a wide range of sites from gas stations, industrial buildings, dry cleaners, metal smelters and industrial manufacturing facilities, asbestos, railway lines and yards, gas and oil sites, pipelines, agricultural land, and residential land.</p>
<p>Our site assessments are undertaken in accordance with;</p>
<ul>
<li><strong>Canadian Standards Association (CSA) document <em>Z768-01 (2012) Phase I Environmental Site Assessment;</em> </strong></li>
<li><strong>the Ontario Regulation (O. Reg.) 153/04; and</strong></li>
<li><strong>ASTM International, ASTM E1527-05.</strong></li>
</ul>
<p>We are Qualified persons for Phase I ESA and Phase II ESA and for Records of Site Condition (RSC) as specified under Section 5 of <em>Ontario Regulation 153/04</em>.  We are also Certified Environmental Site Assessors (Phase 1 and Phase 2) – Associated Environmental Site Assessors of Canada (AESAC National Certification Programme). We undertake Phase I ESAs in accordance with the Ontario Regulation (O. Reg.) 153/04 and the Canadian Standards Association Standard Z768-01 to identify historical, actual or potential site contamination in Toronto, the GTA and Ontario.</p>
<p>The role of a Phase I Environmental Site Assessment is to assist in reducing uncertainty about potential environmental liabilities and in making informed decisions about property transactions. Due diligence reports are also undertaken for a range of clients to provide a baseline of conditions before a development occurs.  In commercial real estate transactions, many lenders require a detailed Phase I Environmental Site Assessment before a loan can be approved.  This process is essential to help protect your investment by undertaking due diligence to identify any former land uses on or near to the site which may have caused the site to become contaminated.  This is important as when the site is purchased generally any contamination present becomes the property of the new owner and any associated clean-up costs are often borne by the new owner.</p>
<p>We have completed reports as requested by for many of the big lenders such as RBC, TD, BDC, Scotiabank, and CIBC to name a few</p>
<p><strong><u>The four core components to a phase one assessment include the following.</u></strong></p>
<ul>
<li><strong>Record Reviews:</strong>  A thorough records review is undertaken which includes: county or city records, fire department records of spills, underground storage tank registrars, ERIS Report, aerial photographic interpretation, topographic and geological/soils mapping, well records, and evaluation and searches of other records where appropriate to reveal any former uses of the property could have caused environmental damage or site contamination.</li>
<li><strong>Interviews:</strong>  Abundant information regarding the actual uses and on-site activities can often be gained by interviewing past and current tenants of the property. Interviews are undertaken where possible of current property owners, neighbours and other parties such as county officers, city officers, or fire department officers to gain further background information.</li>
<li><strong>Site Inspection:</strong>  A detailed site inspection is undertaken to determine any signs of potential or actual contamination.</li>
<li><strong>Reporting:</strong>  A detailed report is provided which outlines in detail the potential for contamination on the site and identifies potential risks.</li>
</ul>
<p>Due diligence reports are also undertaken for a range of clients to provide a baseline of conditions before a development occurs.In commercial real estate transactions, many lenders require a detailed Phase 1 Environmental Site Assessment before a loan can be approved.  This process is essential to help protect your investment by proving you have completed your due diligence down the road.  If any issues are found it may help prevent you purchasing a property with lots of issues you had no idea were present or make you aware of issues that may need to be cleared up before purchase.</p>

<p>We provide Phase 2 Environmental Site Assessment services to: Commercial, Industrial, Real Estate, Agriculture, Mining, throughout Toronto, the Greater Toronto Area and Ontario.  Our sampling protocols adhere to the Ontario Regulation and ATSM Standards and where appropriate, the federal Canadian Council of Ministers of the Environment (CCME) Guidelines.</p>
<p><strong><u>What is a Phase II Environmental Site Assessment ?</u></strong></p>
<p>A Phase II Environmental Site Assessment (Phase 2 ESA) entails sampling of the soil and/or groundwater to determine the nature and extent of contamination on or adjacent to the subject property.  It is the first intrusive step in a site characterization. A Phase II ESA, involves intrusive sampling to test the Areas of Potential Environmental Concern (APECs) which were identified in the Phase I Environmental Site Assessment.  O. Reg. 153/04 outlines the requirements that must be met by Phase II ESAs in Ontario. Completion of a Phase II ESA involves a sampling plan based on the sites specific APECs.  This intrusive investigation often involves  taking surface and sub-surface soil samples, surface and groundwater samples, and other materials on site as necessary.</p>
<p>&nbsp;</p>
<p>A Phase II ESA is undertaken to determine if the soil or groundwater has been contaminated due to previous uses of the site or from neighbouring activities.  Most often a Phase II ESA involves the following:</p>
<ul>
<li>Geophysical survey of the site and buried utility locate surveys to determine any underground voids (such as sumps or underground storage tanks – UST’s) and to avoid drilling through any services when undertaking Geotechnical Drilling to collect soil samples or to install a groundwater monitoring well.</li>
<li>Collection of soil, groundwater, surface water and sediment samples. Vapour samples are also collected for certain situations.  Samples collected can be near surface and/or at depth and geotechnical drilling equipment in the form of solid flight augers or direct push sampling is often used in order to collect the samples and install monitoring wells.</li>
<li>Samples collected are inspected for their physical properties and then analysed by a registered environmental laboratory to determine any contaminants.</li>
<li>Data interpretation and analysis which often includes a Conceptual Site Model and qualitative risk assessment. Levels of contaminants are compared against guideline levels.</li>
<li>Preparation of a Phase II ESA detailed report.</li>
</ul>

<p><strong>Typically Phase III Environmental Site Remediation Assessments:</strong></p>
<ul>
<li>Investigation of the site and Areas of Potential Environmental Concern (APEC) to delineate the vertical and lateral extent of the contamination present. Determination of  the pathways of contamination and contaminant movement generally as part of a validation of the Conceptual Site Model (CSM).</li>
<li>Determination of the volume of contaminated soil or groundwater.</li>
<li>Classification of the contaminated material to determine if off-site disposal or on site treatment is appropriate.</li>
<li>Development of a Remediation Plan/Strategy and work plan for the management of the site. This takes into account a broad range of factors including the underlying geology of the site, soil type, topography, contaminant types and other special factors which may be specific to the site.</li>
<li>Restoration of the site by removal of the contamination or on-site treatment.</li>
<li>Site Validation to provide results and justification that the contamination has been removed.</li>
<li>Sometimes a Modified Generic Risk Assessments (MGRA) and Site Specific Risk Assessments (SSRA) are required when the cleanup of a site is not feasible.</li>
</ul>
<p>Phase III ESA’s will conclude with a formal report when site restoration and clean-up is complete. These reports outline any follow-up monitoring required for for residual contaminants if considered necessary. The reports provide a confirmation of contaminant removal and/or treatment, and the current status of the site including field and laboratory results to support the report conclusions.</p>

										<content:encoded><![CDATA[<p>A Record of Site Condition (RSC) is required when there is a change of use of a property from Commercial or Industrial to another use such as residential, institutional, parkland or agriculture.  In fact any land which has the potential to have been contaminated generally requires a Record of Site Condition to allow for a change of use.  A Record of Site Condition is required under the Environmental Protection Act (EPA) and Ontario Regulation (&#8220;O. Reg.&#8221;) 153 (amended January 1, 2014). These amendments require a property owner to submit a clear and transparent RSC, including detailed Environmental Site Assessments (ESA) (including a Phase I ESA and/or Phase II ESA).  A Record of Site Condition is &#8220;a report documenting the results of one or more ESAs of a property&#8221;.  These are filed electronically in the Environmental Site Registry (&#8220;ESR&#8221;) database. (Guide for Completing Phase Two Environmental Site Assessments under Ontario Regulation 153/04).</p>

										<content:encoded><![CDATA[<p>Environmental Reclamation and Environmental Restoration is the restoration of land to its natural or former state.  Such lands have often had uses such as logging, mining, oil and gas development or other disturbances such as temporary storage sites and roads.  Detailed Site Assessments are undertaken to determine the current nature of the site and any limitations to the reclamation so that a realistic timeline and outcome can be achieved.  Historical enquiries and assessments are undertaken which often includes a Phase I ESA and historical searches and aerial photo interpretation to provide information on the existing conditions on the site as well as its former condition.  Most often, the former condition of the site is what the goal is for the reclamation however sometimes there is a change of use for the site and the Land Reclamation should aim to achieve those objectives for the lands future use.  The assessment of the sites former condition can often involve analysis of neighbouring undisturbed lands through an Environmental Impact Assessment (EIA) of soil, water, and biological and ecological values.  This is often used to infer the sites former condition.</p>
<p>Reclamation Plans are tailored to suit each site and its inherent limitations.  Sometimes there is Remediation of Contamination required before general site reclamation commences.  We utilize a range of techniques including soil management and improvement, grading, soft erosion control, and planting of crops or native vegetation where required to return the site to its former condition.  This can often involve provision of artificial and moved natural features to provide fauna habitat along with planting of specific species of flora to regenerate sensitive communities and ecosystems.  Site specific Reclamation Plans are written which are practical and cost effective to ensure short and long term project success.</p>

										<content:encoded><![CDATA[<p>As Environmental Consultants we undertake a range of assessments for our clients.  Over the years Due Diligence Assessments for Risk Management and Environmental Liability have been undertaken for clients before they purchase land or commercial sites.  Often we are undertaking Phase I Environmental Site Assessments as Pre-Purchase Inspections for clients for potential contamination however it is important to be aware that Phase 1 ESA’s also provide additional information. Recently we were contacted by a client who had purchased a property and later found out that some of the Wetlands on the property had been filled by the previous owner. This led to a burden on the new owner including significant costs and a lot of stress to address this issue.  A Phase I ESA for the site which had the wetlands filled, would have likely indicated this Wetland filling as these reports examine a range of historical aerial photos. Thus they provide a range of information to inform a property purchase.</p>
<p>Once a property purchase is finalised any issues become the responsibility of the new owner. Whether for a commercial property or a rural farm or quarter section, Environmental Due Diligence in the form of a Phase I Environmental Site Assessment is something that all buyers should undertake. They provide a range of useful information including a history of the site and potential risks. As such they assist buyers in making an informed decision on their property purchase.</p>
<p>As Environmental Consultants we also undertake Biophysical Assessments.  Before the purchase of farmland it is important to know any limitations to its use in relation to listed wildlife and/or plant species or listed communities or rare species or habitats.  Environmental Impact Assessments and Biophysical Assessments are extremely useful as part of a comprehensive Due Diligence assessment for Risk Management.  They assist in the identification of past land use practices which may have reduced the value of the land or represent potential liability issues along with providing a range of information regarding the any potential limitations to the use of the land.</p>
